How to start a BPO in India: setup, rules and hiring

Start with the process, then the office

If you are working out how to start a BPO in India, the temptation is to find a space in Noida or Mohali first and decide the work later. Do it the other way round. The process you run decides the seats, the shift, the systems and the people you need.

For most new owners who want to start a call center in India for US clients, the process is outbound lead generation. Your fronters call US consumers, ask a few qualifying questions and pass qualified callers by live transfer to a licensed agent, usually with your buyer. Inbound support and non-voice work are real options too, but they normally need a client relationship you do not have on day one.

A transfer floor is the easiest model to start because you do not need US licenses, and a buyer can start sending you a test volume quickly. The catch is that you are paid only for transfers the buyer accepts, so quality and compliance decide your income from the very first week.

How to start a BPO in India: the order of steps

This checklist is in the order that keeps your risk lowest. Each step should be done before you spend money on the next.

  • Choose one US campaign and learn its script, season and rules.
  • Find a buyer or client and agree terms in writing, including what counts as a billable transfer.
  • Register the business and open a current account that can receive foreign payments.
  • Confirm the telecom position for your setup under the current OSP rules, with professional advice.
  • Secure a space with backup power, two internet links and safe access at night.
  • Set up the dialer, VoIP and US caller IDs, and test every part.
  • Put compliance in place: lead sources, consent, calling windows and do-not-call handling.
  • Hire and train fronters, a team lead, QA and a dialer admin.
  • Run a small pilot, fix what breaks, then grow.

Company registration and tax

Most owners form a private limited company or an LLP through the Ministry of Corporate Affairs, which gives you a separate legal entity that foreign buyers and banks take seriously. Smaller operators sometimes start as a proprietorship. Each has different tax, compliance and liability effects, so talk to a chartered accountant before you choose.

You will need a PAN for the business, and in most cases GST registration. Exports of services can be treated differently under GST, and there are filings involved in claiming that treatment. Ask your CA how it applies to your contracts. Your bank will also want to understand the foreign payments you receive, so keep contracts and invoices tidy from the start.

Requirements and fees change, and they can differ by state for things like shops and establishments registration. Confirm current requirements with a lawyer or accountant rather than relying on an old forum post.

One practical tip: register in the name and address that will appear on your contracts and invoices, and keep them consistent everywhere. Buyers, banks and payment processors all compare documents, and a mismatch between your company name on the invoice and the name on the bank account is one of the most common reasons a foreign payment gets held for questions.

What changed with the OSP rules in 2021

For years, call centers in India serving foreign clients had to register as Other Service Providers (OSPs) with the Department of Telecommunications and follow detailed rules about network setup, separation of domestic and international work, and more. Many new owners found this the hardest part of starting.

In 2021 the government liberalised these guidelines significantly. As generally reported, the registration requirement for OSPs was removed and many of the older technical conditions were relaxed, including allowing more flexible setups such as work from home. That made starting a BPO in India much simpler than it used to be.

Liberalised does not mean no rules. Telecom resources still have to come from licensed providers, and other conditions can apply depending on how you connect calls and where your systems are hosted. Have a telecom-savvy lawyer or consultant confirm what applies to your exact setup before you sign with a carrier.

Choosing a campaign and a buyer

The US campaigns Indian outbound floors run most are Medicare, ACA, final expense, auto insurance and solar, plus debt and home services. Each has its own qualifying questions and its own calendar. A buyer pays you per billable transfer or per sale. Before you agree, ask for the qualifying rules in writing, the transfer hours, the minimum call time that makes a transfer billable, how returns and chargebacks work and when they pay. A clear contract protects both sides and makes the bank conversation easier.

Office, dialer and VoIP

The established hubs, such as Noida, Gurgaon, Mohali, Mumbai, Pune, Ahmedabad and Kolkata, have experienced agents and landlords who understand night operations. Wherever you are, plan for power cuts with inverters or UPS units on every seat and a DG set or solar backup for the floor. Get two internet connections from different providers with automatic failover.

Most outbound floors run ViciDial on a hosted server or a hosted dialer like Convoso, with a VoIP carrier and US caller IDs. Caller ID reputation matters more than most new owners expect. US carriers label numbers that make a lot of short calls as possible spam, and a labeled number gets far fewer answers. Rotate numbers sensibly, keep your call attempts reasonable and ask your carrier about STIR/SHAKEN call signing, which US carriers use to check that a caller ID is genuine.

Hiring for the US shift and getting paid

Hire fronters for clear English and patience, a team lead who has run a US process before, a QA person who listens to calls every day and an IT person who can fix the dialer at 2 a.m. Train on the script, US geography, ZIP codes and the campaign's rules before anyone takes a live call.

The shift runs through the Indian night, from the evening into the early morning, and moves by an hour when the US changes its clocks. Cab drops for staff, especially women staff on late shifts, are standard practice and some states have specific rules about night work for women. Check the rules in your state.

US buyers usually pay by international wire into your current account against an invoice. Keep the contract, invoice and call records together, and ask your bank what documents it needs for inward remittances so payments are not held.

Plan your cash for the gap. Many buyers pay weekly or fortnightly after they have checked your transfers, while salaries, rent, carrier minutes and cabs are due on your own schedule. A new floor that runs out of money in month two usually had a working process and a slow payer, so keep enough in reserve to carry a few payment cycles.
